台北市長柯文哲昨上任滿周年，台北市議會國民黨團與新黨議員昨召開記者會，批評柯文哲欠缺民主素養、無行政程序法治觀念、破壞府會和諧製造對立、決策反覆罄竹難書。此外，對於公宅預算偷跑一事，國民黨團將移送監察院調查。
對於黨團批評，柯文哲表示，如果每個黨的議員都說做得好，那才奇怪，自己應該還沒到這個境界。「繼續工作就好，平常心」。
陳永德說，柯文哲汙衊議員質詢很爛，要求市長須公開向議員致歉。同時，近日議會預算審議發現，市府擅自以補辦預算方式，先行動支沒立即性、必要性的地質鑽探費用，偷跑綁架380餘億元。其中104年至108年度連續性預算公共住宅施工費用及2050願景計畫，已先行偷跑600萬，並與廠商決標、簽約再補送105年度1500萬預算，明顯違法。
陳永德說，柯文哲一再砍重陽敬老金至到退休人員三節慰問金，卻編列史上最自肥的15億第二預備金，國民黨議員已在民政委員會做成附帶決議，要求回復或放寬標準，並堅持底線9.5億元，不容妥協。
新黨議員陳彥伯說，市府許多招標案採限制性招標，由府內聘任委員承包，例如2050年願景平台，就是由都計委員自己承包，已向調查局檢舉該案。
市府發言人林鶴明回應，市長已指示預算部分各局處應向議員說明，其他部分尊重議員發言。
